Miller J. Tonkel was born August 14, 1919 in Fort Wayne, Indiana. He attended Purdue University from 1940 to 1942 and received a Bachelor of Science in Civil Engineering. In 1943 he was commissioned into the Corps of Coast and Geodetic Survey.
